Dr. Carol Ann Meeks Brown, 80, passed away on January 24, 2022, at Inspired Living Assisted Living and Memory Care in Lakewood Ranch, Fl. On July 29, 1941, she was born in Millersburg, Ohio, to Harmon and Mary Geib Meeks. Dr. Carol grew up in Millersburg, Ohio She graduated from Clearview High School in Loraine, Ohio, in 1958 at the age of 16. After high school, she attended Mount Union College in Alliance, Ohio, where she graduated in 1961 with a Bachelor of Science degree. She received a Masters in Biology from John Carroll University in University Heights, Ohio, in 1964. Dr. Carol received a Ph.D. in Micro Biology from the University of Hawaii in 1969. In 1972, she received her M.D. from the University of Texas Southwestern Medical School in Dallas, Tx. Her Residency was at Timberlawn Psychiatric Hospital. From the University of Hawaii School of Medicine, she received her Post-Doctoral fellowship, Trans-cultural psychiatry Degree. Dr. Carol completed the Graduate Program in Medical Management from the American College of Physician Executives at Tulane University. Dr. Carol Brown was a Board Certified Psychiatrist. After completing her Residency in Dallas, Tx. She established and became Medical Director of Richardson General Hospital's twenty-four-bed Inpatient Psychiatric Unit. She was a principal player in designing, funding, construction, and operating a one-hundred-twenty-bed surgical hospital. Dr. Carol had a private practice/treatment center whose staffing and program modeled the successful Mayo Clinic Intensive Outpatient Day Treatment Program. She returned to Hawaii to serve as Chief of Children's Mental Health Services for the Department of Health for eight years from Texas. She was responsible for writing and overseeing the State's plan for children and adolescents' mental health services. She directed and managed eight children's mental health teams on five Islands. In addition, she led a twelve-bed children's inpatient unit, a twenty-four-bed adolescent unit, and an intensive day treatment program for learning disabled children. Dr. Carol's private practice in Hawaii cared for people of all ages, from children to geriatrics. She was on the staff of two major island hospitals, served on numerous committees, and was actively involved in the Hawaii Medical Association, the Hawaii Psychiatric Society, the American Medical Association, and the American Psychiatric Association. Dr. Carol was Chief of the Outpatient Mental Health Clinic and Residential Psychiatrist for the Substance Abuse Alcohol Treatment Program at Bay Pines Veteran's Administration Medical Center in St. Petersburg, Florida. Dr. Carol was a faithful member of Mokuaikaua Church on the Big Island of Hawaii. She also had a home in Sarasota, Fl. Where she attended Faith Life Church; she had a weekly live Christian Radio Program called "Dr. Carol Brown, tell it like it is." Dr. Carol has traveled to every continent on the globe. In addition, she was a writer, Scholar, supported many Mission Projects around the world, and had a Pilots’ license. Dr. Carol was preceded in death by Her husband, Robert Stephen Brown, and her parents, Harmon and Mary Geib Meeks. A Celebration of Life Service will be held at Toale Brothers Funeral Home and Crematory, 40 N. Orange Avenue, Sarasota, Fl. 34236, at 1pm, on January 31. In lieu of flowers, the family requests memorial donations be made to Faith Life Church, 6980 Professional Parkway E. Sarasota, Fl. 34240, and the CAT Depot, 2542 17th St. Sarasota, Fl. 34234.
