Joel Mangel

Joel Mangel (1933 to 2026) “Make sure people know I was the best shortstop that the Wayne, New Jersey softball league ever saw, and that I had a great head of hair.” Joel Mangel made his kids promise that would be the first line of his obituary. He also insisted that if he had only been six feet tall, he would have been a star basketball player like his younger brother Bill. He was a smooth as silk tennis player, an avid swimmer and loved throwing a Frisbee on the beach. He was also quick to point out that the only thing standing between him and a bike racing gold medal in the Senior Olympics (over-80 category) was a broken chain on the final ascent. Joel liked to win. Without a doubt, his biggest win was his 69-year marriage to Carolyn. He often marveled aloud at what a great decision he made as a young man in marrying her. Their bond was built on love and the qualities they shared: humility, responsibility, loyalty, and the ability to laugh at themselves. They moved through life as partners and their marriage was an example to their family and friends. Joel grew up in Elizabeth, New Jersey, in a sports-crazed family. His mother, Molly, was the center on a semi-professional women’s basketball team and Bill was an All-State basketball player who went on to play in college. Joel maintained that Bill could never beat him one-on-one, a claim that remains hotly disputed. The family was divided over baseball: Joel and his father, Charlie, were devoted Brooklyn Dodgers fans, while Molly and Bill rooted fiercely for the New York Giants. The competitive spirit that ran through Joel’s childhood never left him. He just found new opponents—and new ways to have fun—with his own children. Son Doug and daughter Linda remember retreating to the basement after dinner, where Joel would lace up the boxing gloves and teach them how to box, followed by family “primal scream therapy” and ping-pong games that kept everyone humble. Joel was an “all-in” dad. When 16-year-old Doug had jitters before his first car date to an Elton John concert, Joel took him on a two-hour dry run the day before to map out the drive and scope out the parking. When nine-year-old Linda wanted to play softball (because her dad did), Joel helped her lead a successful campaign to create the first-ever girls’ league in their community. He was a “girl dad” before there were girl dads. He loved his children, their spouses, grandchildren, and great grandchildren. He was a constant presence at their baseball, basketball and hockey games and took pleasure in watching his children and grandchildren become themselves. He was the center of gravity for his family because his presence made everything around him more fun and more special. He gave his family a model of integrity, responsibility, playfulness, and love. He paid attention. He showed up. He made the people he loved feel that what mattered to them mattered to him. But sports and family were only one part of Joel’s life. In 1966, he left his private law practice in New Jersey and moved his family to Washington D.C. to devote his career to public service. For more than three decades, he served at the highest levels in the U.S. Department of Health and Human Services. He took enormous pride in that work and in the opportunity to serve the public. His work touched the lives of countless Americans. He was instrumental in establishing the Indian Health Service, developing the legal framework to respond to the AIDS crisis, and securing approval to bring hospice care to the United States. He was a mentor to scores of government lawyers who regarded him as the embodiment of what a public servant should be. On numerous occasions during their own legal careers, his children were approached by lawyers who eagerly asked whether they were Joel Mangel’s children and proceeded to describe the ways in which Joel had been a role model for them. What people admired most about Joel was not simply what he accomplished, but how he lived: with integrity, a strong sense of responsibility, and a determination to stand up for what—and who—he believed in. He did the right thing, even when it was difficult. Yet for all that he accomplished, Joel never needed to be the center of attention. He was a reserved man who valued one-on-one time, but he was also playful, irreverent, and extraordinarily funny. His humor was dry and perfectly timed. He delighted in small pleasures: an ice-cold beer, a kosher hot dog, a good baseball game or prize fight, a beautiful view, a good mystery novel or the unexpected appearance of a lime on his lime tree. He bought himself an orange MINI Cooper for his 90th birthday. Judaism teaches us that before we leave this world, we are to seek forgiveness, make peace and repair what can be repaired. At the end of his mortal life, Joel Mangel had no forgiveness to seek, no more peace to make and nothing to repair. What a beautiful and lucky life he lived. Joel is survived by his wife Carolyn, his children, Doug and Linda Mangel, their spouses Liz Lyons and Steve Fradkin, his grandchildren Hannah, Daniel and his wife Kate, Julia and Gabriel, and his great grandchildren Alice, Ella, and Hayden. Joel is also survived by his beloved extended family; sister-in-law Sue Mangel, brother and sister-in-law Jerry and Anne Zaltman, and his four nephews Chris, Jeff M., Jeff Z. and Lindsay, each of whom has their own very funny uncle Joel stories.
